Spurs face City on Sunday.
Redknapp said: "City’s squad is stronger than Barcelona’s. It’s amazing.
"Just look at that strikeforce. It’s an unbelievable goal-scoring forward line that could absolutely whip anybody on their day. They will be difficult to contain. It’s a dream for any manager to have such a group of stars.
"City will eventually be challenging for everything because they have the resources to keep bringing in the best players.
"But I wouldn’t say they are the biggest club in England. They haven’t got the tradition ofManchester United, Arsenal orLiverpool. United are still the biggest team."
